ISHA Voice May 2026: ANNOUNCING: The New ISHA Guide for School-based SLPs and Assistants!

It’s here!!! The long-awaited guide and workload analysis forms have been uploaded and are ready for implementation! Section One: “Eligibility and Dismissal” provides guidance for eligibility decisions, including critical considerations for identifying adverse effects and impact on a student’s academic and/or functional performance in the educational setting. Section Two: “Workload Analysis” has been designed to follow ISBE’s Section 226.735 Workload for Special Educators by identifying specific direct and indirect activities and the time it takes to complete those activities for individual IEPs on a caseload. When both the Student Profile and the SLP Summary have been completed, each SLP will know how much total workload time is required, including a Full Time Equivalent which is often what administrators use when determining staffing needs.

Where can you find these resources?  ISHA recently launched a new website, so here are the steps to take to find the section entitled “Caseload, Eligibility, Dismissal, and Workload Analysis”:

  1. Go to ishail.org.
  2. Click on Resources, then in the drop-down menu, choose “Member Resources Links”
  3. In the list, search for links listed under School Affairs.
  4. Click on “Caseload, Eligibility, Dismissal, and Workload Analysis. Everything you need is here!

Remember, this is a guide. Determining direct minutes for student services is based on your clinical judgment and the individual student’s needs. Times that are listed are there for providing examples. For other activities, SLP teams are encouraged to determine “average” or “typical” times needed to complete tasks using the Team Consensus forms. The only time amounts that will not be based on averages are contractual times for length of day (district-specific), planning time, lunch time, direct student IEP minutes, and any other times required by the district.  In addition to direct service minutes, be sure to enter minutes for indirect services/activities required by individual students into their IEPs. Include all activities (direct and indirect) into your weekly schedule; in other words, there should be no empty time slots! Be sure to enter your PLAN and LUNCH times as well…use them as they are intended to be used (i.e. for planning what you will do directly with students, and for taking care of yourself nutritionally).

I hope you find these documents helpful in identifying ways to better manage your workloads. Workload analysis is an ISBE law…you do not need permission to analyze your caseload/workload. Administrators love data, and analyzing workloads is one way to provide specific and detailed data that is not based on arbitrary measures.  Should you have any questions or need support please reach out to me and/or the School Affairs committee!
